2002-03 Strategic Plan (134kb) - The 2002-03 VBL Strategic Plan was endorsed at the VBL Delegates meeting held on 28 July 2002. In contains broad directions and strategies that have guided the work of the VBL until the end of 2003. It contains a wealth of material, and is still being revisited in 2007 and beyond.
